A storm, a rock, and a keeper at the foot of the stairs

Point Argent Lighthouse stands on a cliff-sided rock off the point, reachable only by boat. After a violent storm, night keeper Robert Hale was found at the base of the stairwell. The senior keeper calls it a fall: wet steps during the power fluctuation.

Three things don't fit. The harbour radio log shows an unscheduled burst from the tower inside the death window, and that night's signal log is corrupted. Someone was at the console. And Hale, newly assigned, was about to send headquarters a report on unauthorised manual overrides at the station.
